Local loop unbundling in the UK does not affect broadband penetration— but it does lead to better service

چکیده
311 Under an open access policy, incumbent broadband providers in all EU countries are required to let new market entrants access their networks through bitstream or local loop unbundling (LLU). This type of regulatory provision aims to increase competition among all broadband providers, and is strongly recommended in markets where the prohibitively high cost of setting up a distribution network means that market power is concentrated in the hands of a few players—or even one single player (such as in the case of telecommunications).

Local Loop Unbundling in Europe
Introduction Unbundling in Europe is still in the early stages and is often seen as a purely economical and legal matter, but it has a large impact on both the deployment rules and the engineering of broadband systems. The focus of the unbundling process in Europe is turning toward broadband access. Here, xDSL services over the unbundled local loop is a central theme [1]. With broadband transmi...
متن کاملAn empirical analysis of fixed and mobile broadband diffusion
Broadband communications lie at the heart of the developing information society. Employing a logistic diffusion model, we analyze the factors that influence the diffusion of fixed and mobile broadband. For fixed broadband diffusion, we find that local loop unbundling, income, population density, education, and price are significant factors of fixed broadband diffusion. For mobile broadband, mul...
متن کاملBroadband Deployment in Mexico: Possible Effects of Local Loop Unbundling
Mexico is one of the few OECD countries where local loop unbundling has not been regulated. Local loop unbundling (LLU) was one policy promoted during the 1990’s by several administrations in order to foster competition in the local loop. However, after observing the consequences of local loop unbundling in several countries, it is still not clear whether this policy could be beneficial or not....

The death of the English National Health Service (NHS) may be slow in coming but that does not mean that it is not the Conservative-led UK government’s desired end state. The government is displaying tactical cunning in achieving its long-term purpose to remould the British state. Powell seeks greater clarity amidst the confusion but the lack of clarity is a principal weapon in the government’s...
